  Descending Devices

A fish that floats away will slowly die. Venting tools give the fish a chance but often damage vital organs. Descending devices quickly send fish past predators to a depth where expanded gases recompress so the fish can swim and survive. This is a simple solution that greatly increases survival rates of illegal fish suffering from severe barotrauma. Our goal should be to make regulatory discards rare by properly managing quotas with appropriate possession limits and/or bycatch allowances while encouraging fishermen to release fish so they have the best chance of survival.

The council asked what we think about Amendment 43 for Red Snapper. I could not find a way to reply and decided to start a new thread on the topic.

I support Alternative 5.

We should consider setting up a tagging program to coincide with any openings to collect much needed data.

We should also educate fishermen about the best release methods that increase survival rates and reward compliance with lower discard mortality projections.

  Seismic Testing

I recently attended a meeting in Morehead City about seismic testing for oil and gas deposits off our coast. It looks like at least five oil companies have requested permits for each of them to do their own confidential seismic tests. My comments boiled down to asking if NC or NOAA could map oil and gas deposits once using the safest methods and make those results public so everyone knows exactly what we are dealing with. 

What does the SAFMC think about this idea?

I would like to thank the council for setting up this forum where permit holders can discuss fishery issues when it is convenient for us. The forum gives us a chance to be involved in management like never before. I hope fishermen will take advantage of this unique opportunity to politely debate ways we can improve safety, sustainability, and efficiency in our fisheries. The council has extended an olive branch that we should accept. Please treat them and everyone else on here like you want to be treated.
